Charles Wargoli, BS, is the Digital Technology Technical Advisor of the Climate Change Adaptation Innovation (CHAI). Over the past seven years, Charles led the development of digital tools using open source platforms for supporting climate change, health and entrepreneurship related initiatives in Uganda.

To inform the design and development of digital solutions, he has worked with government ministries, departments and agencies, international development agencies, non-profit organizations, local environment authorities at district level, field workers and health facilities. Charles works with the digital development and deployment ecosystem including with subject matter experts, policy makers, managers and the private sector to understand and resolve challenges in the constantly evolving world of technology. He has a proven track record as an effective networker gifted in building cohesive and productive working relationships with a diverse group of professionals.

Charles’s practice areas in digital technology span multiple sectors including climate change, health, agriculture and digitization of hard-to-reach geographical areas and sustainable development. Charles began his career as an apprentice at the Uganda Ministry of Health where he worked in the validation of demographic information that was being collected under a Mosquito Net distribution programme funded by the WHO and GAVI. He then progressed to leading the design and development of digital solutions that involved the development of requirements specification, coding and leading a team of developers. Over the past five years, Charles the development of an electronic medical record system that is currently being used in lower level health facilities in Uganda and a mobile application that predicts the occurrence of climate sensitive diseases based on historical weather and health data.

Charles earned a BS in Information Technology and a diploma in Entrepreneurship and Information Technology from the Uganda Christian University, Mukono.
