Patrick Kibaya is the Director of Partnerships of the Climate Change Adaptation Innovation (CHAI). Over the past 20 years, has been involved in conceptualizing and implementing of digitally enabled initiatives on climate change, agriculture, health, education and research. He played a key role in the introduction of digital health for strengthening Uganda’s health system starting with the award winning “Uganda Health Information Network” in 2003 where he served as a trainer and project manager. He led the implementation of the “Enhancing Adaptive Capacity of Communities to Climate-Induced Water Challenges Using ICT in Uganda”  that won the prestigious Momentum for Change award from the United Nations Framework Convention on Climate Change (UNFCCC) during the 21st Conference of Parties (COP 21) held in Paris in 2015.

Between 2009 and 2010, Patrick delivered ongoing training on digital technology for development for the Uganda Martyrs University at Nkozi in collaboration with the International Institute for Communication and Development (IICD). He trained health workers serving under the Catholic Medical Bureau on the use of Information Communication Technology for the generation, curation, dissemination and access to clinical and public health information. In the education sector, Patrick led a team that implemented the Uganda Education Management Information System using digital tools and processes at schools and local governments in 2010.

Over the past ten years, Patrick was involved in building strategic partnerships across multi-stakeholders including international development partners and government entities involved in the climate change to help meet the adaptation needs of smallholder farmers in Uganda. He also continues to serve as a member of Uganda’s negotiating team during COP meetings since 2013.

Patrick earned Higher Diploma in Business Studies from Nkumba College of Commerce and is a member of the Association of Certified Accounting Technician.
